On this page you will find the most recent version of the Microsoft® PowerPoint® 2002 presentation containing the State and Local Government Conflict of Interests Act (the “Conflict Act”) and the Ethics in Contracting portion of the Virginia Public Procurement Act (the “Procurement Act”). The current version is dated August 1, 2007.
This page includes instructions for conducting the presentation, an outline of the course, a sample roster, and a certificate of participation, which are available in PDF format. The current versions of these documents are dated August 1, 2007. Please bookmark this site and periodically check for updates of the presentation to insure that you have the current version to present.
Please note that each “state filer” must attend an orientation on the Conflict of Interests Act and, to the extent applicable, on ethics in public contracting within the Procurement Act. See § 2.2‑3130. Each state agency must offer the course at least semiannually. See § 2.2‑3128. “State filers” are officers and employees that are required to file disclosure statements of their personal interests pursuant to § 2.2‑3114(A), (B).
Satisfying the Training Obligation
Viewing this program in accordance with the instructions available on this page will satisfy the legal training obligation under § 2.2‑3130 of the Code of Virginia for “state filers.” If you or your agency makes any unauthorized changes to this presentation, the viewing of the altered presentation may not satisfy the legal obligation under § 2.2‑3130, and the participants may not sign the presentation’s corresponding certification form.
Purpose of the Training Module
The purpose of the training module is to ensure that certain state officers and employees gain a greater understanding of the Conflict of Interests Act and the Procurement Act and their respective prohibitions.
By having a working knowledge of these prohibitions, state officers and employees will be able to recognize potential conflicts and learn how to seek advice on the appropriate measures to take in order to avoid potential conflicts.

You are encouraged to contact your agency counsel in the Office of the Attorney General to determine whether counsel is available to conduct a presentation for your agency. Please contact the Assistant Attorney General assigned to your agency to explore the possibility of arranging a presentation. Each Assistant Attorney General is counsel to several state agencies and boards. Therefore, an Assistant’s availability is not guaranteed; however, every reasonable attempt will be made for an Assistant to give a presentation to your agency or board.
